關於華僑出境及替代役相關問題?

我是在台華僑

根據在台規定每年僅能留居台灣183天

由於蘇力颱風之故導致飛機停飛

倘若今天沒有出境我就真的無法離開台灣了(除非在台服完兵役)

想請問:

1.政府會因為此類不可抗力因素(颱風導致飛機停飛)而讓我延遲一天的班機離開台灣嗎?

2.倘若真的無法出境，機票能退錢嗎?如果可以，如何申辦手續?

3.無法出境致使我得留在台灣當兵的話，在台華橋資格能夠申請替代役嗎?如果可以，該如何申辦?且可以選擇留在哪個縣市服役嗎?

4.除了上述方式，我還能另尋什麼樣的方式順利出境?

懇請有人能夠在短期之內給我一個解答!!!!非常感謝您!!!!
