據中國新聞網記者獲悉，中國新一輪城鎮化規劃正在制定中，並有望在年內出臺。

6月26日，國家發改委主任徐紹史在向全國人大常委會所作的報告中透露，國家城鎮化規劃目前正在廣泛征求意見並抓緊修改完善中。

這份報告首次明確了城鎮化的道路，戶籍改革成為報告的最大“亮點”。

報告還表示，加快推進基本公共服務均等化，努力實現義務教育、就業服務、社會保障、基本醫療、保障性住房等覆蓋城鎮常住人口。

對於城鎮化建設中最為敏感的土地制度，報告指出，實施最嚴格的耕地保護制度和節約用地制度，按照管住總量、嚴控增量、盤活存量的原則，創新土地管理制度，優化土地利用結構，提高土地利用效率，合理滿足城鎮化用地需求。

業內人士透露，國家城鎮化規劃或於今年下半年正式出臺。2013年，或將成為新型城鎮化破題之年。(A)
