公債法通過 議員籲善用現金卡 2013-06-29 01:29 中國時報 【程炳璋／台南報導】 　公債法終於在立法院修正通過，預料可為台南市財政窘境鬆綁。台南市財政處廿八 日著手研擬新的財政計畫，台南市議員郭國文立即提出建言，呼籲市府應該以財務回收快 的重大建設為優先。 　公共債務法修正通過後，台南明年度舉債空間瞬間增加百億，舉債總額可增加四百 多億，這對台南市困窘的財政是一大福音。郭國文認為，雖然如同獲得一張「現金卡」， 但也不該亂刷。 　郭國文表示，修法後增加的舉債額度，市府應加速永康砲校區段徵收案、平實營區 區段徵收案、新市政中心開發案及鐵路地下化延伸至永康、新市等重大交通建設，與社會 福利政策上。 　郭國文說，公債法通過後，台南市是五都中僅次於台中市的受惠者，但未來中央可 能也會因此提高地方配合款的比例，形成財政壓力，市府要好好使用這張「現金卡」，優 先推動周轉性質高、財務回收快的重大建設案。 　郭國文點出，永康砲校、平實營區及新市政中心等三大開發案，未來「收入」將大 於「投資」，能替市府增加財政收入，減低債務負擔，建議市府應優先考量完成三項大型 建設。 　財政處長張紹源表示，公債法雖已通過，但行政院尚未定出施行日期，目前台南市 已研擬計畫，但針對今年公家機關內部二成預算的管控並不打算鬆綁，將視市府需求訂出 適當規畫。 http://news.chinatimes.com/domestic/11050611/112013062900286.html -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 114.40.112.239
