習近平父親習仲勛與西藏頗有淵源，他曾與班禪喇嘛和達賴喇嘛交好，一直到1980年，習仲勛都還對外展示達賴曾經送他的一只手錶，因此，外界曾有評論認為當習近平權力穩固，內政外交難題處理到一定程度，可能與達賴恢復接觸。不過當然這目前只是推論。

大陸外交部公開披露英國外相海格與王毅有關通話的內容，針對英方反對西藏獨立有正面論述，反映中國官方願意通過英方的這一舉動，重開改善中英關係的大門。此前英首相卡麥隆在2013年4月放棄赴中與新任領導人會面，正是因為北京對其2012年5月會見達賴喇嘛表示不滿。

再由美駐華大使駱家輝得以數度深入藏區，官方也容許他在新疆公開露面演講，種種訊息可以解讀為：中國處理西藏問題更有信心。讓「敏感」的部分展示於對手之前，也願意接受英方示好的和緩之舉，至少，西藏已吹起一股懷柔之風，多少展示了習近平的治藏新局。
