一名高齡76歲的律師黃福卿，3年前行經台北市西門町的電影公園，結果因為地板高低不平、落差3公分，腳步沒踩穩而跌倒、摔斷鼻子，黃福卿拍照蒐證後，向法院提出國家賠償，要求台北市政府賠償工作損失跟精神撫慰金，總共2000萬元，高等法院審理後，依現實狀況衡量，判決市府疏失必須賠償35萬元，但黃福卿抱怨法院不公，因為光裁判費就花了70萬，賠償金連打官司都不夠。
