前外交部次長高英茂指出，菲律賓艾奎諾採取一中政策固然可笑，但馬政府自己也要檢討，自己強調「一個中國、兩個區域」，菲律賓當然跟北京談，不跟台灣談，這是自己創造的藉口。

他表示，台菲事件不要煽動民粹，搞得兩國一定要開戰，對亞太和平、台菲關係不利，應有建設性與正面處理，但立場一定要堅定，既已提出四項要求，未來就是實力與技巧問題，國安會與外交部必須展現台灣的決心和行動。

高英茂呼籲台灣應善用我們民主發展的軟實力，與美、日、歐三大民主陣營為主的民主國家，推展多元及多軌的價值同盟，他以「台灣民主基金會」為例，認為這就是一個民主價值聯盟成功的典範。
