| 軍事審判法 最快8月中旬三讀

洪仲丘虐死案引發國人對軍事審判是否回歸普通法院偵察、審理的呼聲，立法院國、民兩黨均已提出法條修正草案，朝野有共識最快在本次立法院臨時會完成三讀程序。
兩黨最大的差別在於，國民黨主張現役軍人平時犯陸海空軍刑法及其特別法，以列舉方式劃歸到普通司法機關，民進黨則援引憲法司法一元化的精神和概念，主張除了戰時軍人犯軍刑法及其特別法外，全部都歸由普通司法機關審理。

洪仲丘虐死案後，以往軍中遭虐案陸續被翻出。陸軍特指部預財士洪文璞民國97年9月在營區跳樓自殺案，洪母林崎蓮上午在民進黨立委尤美女、律師林永頌陪同下舉行記者會，要求軍中給真相，是軍中不當管教、集體凌虐造成洪自殺，國防部不能兩手一攤，卸責說沒事。

| 狂犬病疫苗 民眾被咬才能施打

狂犬病疫情令民眾恐慌，衛生福利部和農委會上午在立法院召開記者會，公布四大優先施打疫苗的對象；一般民眾除非被咬傷，否則不能施打。疾管署呼籲，若民眾有任何疑問，可打1922防疫專線詢問。
疾管署副署長周志浩表示，四種優先「預防性施打」的對象。第一優先是居住在有被檢驗出染病動物的地區以及山地鄉民眾，第二優先是農委會與野生動物接觸的人員，第三順位是疾管署的人員，第四順位是獸醫師。
