民進黨立委徹夜霸占立法院議場，杯葛核四公投案表決，議場內未開空調，溫度高達44度，立委陸續用車載來三車大冰塊，借了十幾工業用大風扇，讓場內降溫。

除了民進黨立委，親民黨立委陳怡潔也加入夜宿行列，台聯黨團總召許忠信在凌晨1時離去，但說會趕在7時前重返議場，台聯會和民進黨站在一起，全力阻擋核四公投案。

要阻擋立法院院會表決核四公投案，民進黨立委夜宿議場，國民黨立委今天破曉前發動第一波反擊。雙方在清晨4時40分在立法院議場主席台前正面衝突，但國民黨立委並未奪下主席台。

清晨4時過後，國民黨立委陸續在立法院議場一旁的福利社集結，國民黨立法院黨團書記長賴士葆和政策會執行長林鴻池也在4時30分抵達，由立委陳鎮湘擬定初步行動計畫後，將近二十名國民黨立委從側門攻破，和民進黨立委近距離交鋒，民進黨由娘子軍鎮守主席台，台下一陣拉扯，場面一度陷入混亂。
