【綜合報導】美國3名聯邦法官日前下令，加州政府在今年年底前，提早釋放33個成人監獄超過一萬名囚犯，以解決監獄過度擠迫問題。州長布朗(Jerry Brown)不服判決上訴，要求暫緩執行，但被美國最高法院駁回。布朗及執法人員警告，最高法院的決定，將會嚴重危害公眾安全。

加州監獄一向人滿為患，需要三名囚犯共用一間單人囚室，受刑人健康得不到妥善照顧。法庭委任專家指出，當地去年每十萬名囚犯中，就有24人自殺，高於全國平均16人的水平。最高法院認為，囚犯承受殘忍而不尋常的懲罰，違反美國《憲法》，裁定加州政府必須遵從提早釋放囚犯的命令。

州長布朗表示，已花費20億美元(約台幣600億元)興建或擴建新獄政設施，改善囚犯的醫療，或將囚犯轉移到其他郡的監獄，紓緩擠迫情況。代表布朗的律師警告，釋放一萬個囚犯，會加重執法人員的工作量，亦難以保證市民的人身安全。
