馬英九總統出發訪問海地、三聖國、巴拉圭等友邦，他指出，2008年上任至今出訪8次，本來希望23邦交國全部拜訪，但全部只拜訪了其中22友邦，剩下西非的聖多美普林西比還沒去，希望將來還找時間去訪問。

| 馬總統說活路外交鞏固邦誼

馬英九總統出發訪問友邦，他說，我們的活路外交不是只是消極地不和中共在國際社會惡鬥，更重要是積極鞏固邦交國邦誼、提升無邦交國的關係，因為這樣點點滴滴的努力化成了成果，才有如今133國給予我們免簽或落地簽待遇，這次出訪也是累積軟實力的作法。
他說，活路外交也是正派外交，對外援助一定要目的正當、過程合法、執行有效，我們希望扮演好新興工業國家應有的對外援助責任，也要鞏固邦交，讓中華民國能尊嚴地在國際社會存在。
