| 監委示警 近4％健保人口使用1/4醫療費用

【吳家翔／台北報導】監委黃煌雄今提全民健保總體檢的調查報告，黃下午舉行記者會指出，健保實施迄今，列入重大傷病範圍的疾病項目只增不減，從16項增加到30項，每年重大傷病領證數逐年增加，截至去年領證人數為89萬8975人，是納保人口的3.86％，所使用的醫療費用高達1558億元，占健保支出的27.56％，超過4分之1以上的醫療費用，已為健保財務帶來沉重的壓力，甚至可能動搖健保永續經營的基礎。監委要求衛生福利部應積極檢討。
黃煌雄也指出，目前全民健保存在「看病多、拿藥多與檢查多的三多問題」，看病多部份，每年國人平均就醫次數持續攀升，從1997年的13.76次，增加到2012年的15.12次；拿藥多方面，每年健保門診藥費持續攀升，從2001年的688億元，增加到2012年的1185億元，占健保支出4分之1；而健保實施後，民眾使用特定昂貴醫療儀器檢查逐年明顯增加，從電腦斷層掃描儀到磁振共振斷層掃描儀及正子斷層掃描儀，都有檢查多的情形。
