| 監委提案:彈劾縣市長.部長記名表決

監察院先前兩度提案、要彈劾涉嫌關說酒駕案件的基隆市長__張通榮、但是都沒有過關。負責調查的監委__程仁宏最近提案建議、未來監委對縣市首長、或是部長層級以上的彈劾案、應該要記名表決、以示負責。監察院也已經排定會議、討論這項提案。 基隆市長張通榮涉嫌關說縱放酒駕嫌犯案件，監察院兩度彈劾投票沒有過關，監察院5日公布調查報告，公開張通榮與員警對話逐字稿，對話內容引發各界議論，不過因為監察院投票採不記名表決，無法知道監委投票內容，負責調查本案的監察委員程仁宏提案，未來縣市首長、部長層級以上的彈劾案，應採記名表決。
