特偵組監聽是否合法？越級以下辦上是否牽涉私人恩怨？淪為執政者的討伐異己的打手？檢察總長黃世銘9日召開記者會解釋說，因為調查發現案件非屬刑事不法，僅是行政違法，且直屬長官法務部長已涉及案件，因此根據《憲法》44條意旨，向總統報告。
