針對民進黨立委邱志偉今(22)日召開記者會痛批，中央政府各機關明年度預算編列無法源依據的黑箱獎金，他將提案在政府未完成法制化前，全數凍結明年相關預算。行政院人事行政總處則發布新聞稿回應，該獎金是一種給付行政措施，無法源依據問題，而且已經過行政院嚴予審核後，才編列新臺幣22億1千餘萬元送請立法院審議，且能激勵公務員士氣及鼓勵特殊工作績效。
