悠活1至6區未做環評是否違法，將交由屏東縣環保局認定，環保媽媽基金董事長周春娣表示，下周一將去函給監察院，並發起拒住悠活行動。地球公民基金會花東辦公室主任蔡中岳表示，官方再開巧門給業者鑽，把認定權丟給地方環保局，連政府的處理手法都是「美麗灣翻版」。

周春娣表示，悠活案爆發後，營建署、屏縣府及墾管處態度消極，無視環評法，任由財團買國土亂開發，政府容許悠活惡開先例，「以後他們更不會去守法了」。基金會下周一將去函給監察院糾舉這3個單位，要求政府正視環評法的公信力。
