國防部長楊念祖閃辭，前行政院長唐飛就直言，洪案後，由文人擔任部長確實不恰當，而對於外界質疑，是否有軍方內鬥，唐飛則說他不清楚，但國軍的改革，確實會造成很多人不滿。
前行政院長唐飛：「辭職的這個原因，看起來有點唐突，然後會引起大家很多的猜疑，最好的辦法，還是盡快的把它澄清。」
文人部長楊念祖6天內閃電請辭，曾任國防部長的前閣揆唐飛就直言，洪案後，由文人擔任部長並不恰當。前行政院長唐飛：「在這個案子之後，然後產生這個文人部長，來接這個位子之後，當然不是一個非常好的時機，因為你現在新的部長，需要面對太多的，善後的很多很多問題，原來已經決定的，但沒想到會產生這樣的變化，也造成很多人不滿。」
